Mosaic development plans head to Greenville planning, design boards

Steps are being taken to get the Mosaic, a mixed-use project in Greenville’s West End, off the ground by 2025.

The development will be located on 6.9 acres on South Academy Street, North Calhoun Street, Perry Avenue and Ware Street. Saint Capital LLC, a Greenville-based development and investment firm, has been working on the project since 2019.

Updated plans for the project were presented at the city of Greenville’s project preview meeting June 25. The development will consist of three, five-story buildings containing:

  • 231 residential units (studio, 1- and 2-bedroom apartments)
  • Approximately 19,000 square feet of commercial and grocery space
  • 8,500 square feet of indoor tenant amenities
  • Two levels of underground parking 

Approximately 60 townhomes will also be created on the site. Richard Jackson, partner at Saint Capital LLC, said the townhomes have yet to be designed. 

Twenty-five percent of the development’s residential units will be affordable for people earning 40%, 60% and 80% of the area’s median income. The developers also plan to accept housing vouchers. 

“The city wants to see affordable housing, kind of that middle housing,” Jackson said. “We have taken it on ourselves to kind of champion that concept and do a lot of good for the site that we have.”

As a major subdivision project, the Mosaic is tentatively scheduled to go before the city’s Planning Commission on Aug. 1. The project will also need a certificate of appropriateness and is expected to be reviewed by the city’s Design Review Board on Aug. 15. 

Jackson explained the project’s cost is still unknown and will be determined by the feedback they receive from the Planning Commission and Design Review Board. 

“In a perfect world where the stars align, we would love to see this project take off in 2025, somewhere in the middle of next year,” Jackson said. 

Additional projects discuss during the June project preview meeting:

  • Greenville Gateway – Design and architectural details for the mixed-use development will be reviewed by the Design Review Board in either August or September. 
  • Brixton Hall – Plans for the new 92-room hotel on Pendleton Street are tentatively scheduled to be reviewed by the Design Review Board on Aug. 15. 
  • Birnie Street Townhomes – The new 25-unit residential development is planned to be reviewed by the Design Review Board on Aug. 15.
  • Rhett Street and Perry Avenue Townhomes – The Design Review Board is expected to review plans for the 4-unit townhome project on Aug. 15.
